Once the putty was dry, and I was satisfied with the smoothness of the board, I added an extra support in the middle of the cross pieces. The scrap plank was hand, given the pre-drilled holes. I also gave the sides and middle support added stability using L-brackets:

At this point, the structure of the board was finished. I just needed to paint it and add the finishing touches. Home Depot has cans of economy spray paint for $.99 a piece, so I bought two and went to town:

After the bottom was dry, I attached some rubber anti-skid feet to the bottom-front of the board. I may add some to the back in the future, but these three are sufficient to keep the board from sliding under foot:

I then measured to find the middle of the cross boards and carefully adhered the hook-side of the Velcro across:
